I got the pet on my first try with 

 

Silka at ember court good friend + Very happy or elated = Anima infused bucket as tribute.

 

Traditional decorations.

 

Use water bucket to put out fires and spawn rare.

Can confirm, was able to get enough people to pet all 9 cubs at the same time, and click the "courage" npc that spawns near the vendor to loot the pet. It seems you can only do this once per character.
