Big thanks to Pinrut for their comment, I found mine in the Flashfrost Assault in Waking Shores, but I couldn't find any while flying over - their advice to land and run around was perfect, found one pretty much immediately!

Found mine in the Banewood near the path southeast of the Wanecrypt Hill flight master. I flew around the area killing Rosetipped Spiderlings and had one spawn within about 5 minutes, so it does appear that they share spawns.

I got unfathomably lucky - I found a rug on my first attempt hunting this guy. It was in the Horde area and my main is Alliance, so I did a class trial of a Horde toon. Ported to Azsuna from the Org portal room, flew to Dalaran, got the rug, and ran around getting three of these guys! This was at 4pm server on Draenor (US-Pacific) on a Sunday, so nobody was really around, made grabbing the rug super easy.
