When I'm flying in on taxi the mini-map shows them all over but after I land there are none to be found. I don't recall this zone being a phased zone. Is this happening for anyone else?

I read the comments and saw 12am west coast time, looked at my clock and saw that was only 20 min away so...what the hey? 12am hit and only 6 spawned with 2 poor, 1 common and 2 uncommon. The last one was in the stairwell and I kept getting "Battle field obstructed". I almost gave up thank goodness I'm stubborn as it was a rare. Went outside to where more eyes had spawned and the first one I fought turned out rare as well. Great ending to a day of pet hunting.
