They're not in rivers, but are in some of the small bodies of water around the zone. They do also appear as add on pets in other fights.
If you fight one of the ones in the bodies of water and don't get a rare, you can't kill it to force a respawn--you get a message instead telling you can't kill it--best to capture something or kill the whole team to force the respawn.

Rockin' and rollin' along on Safari achievements, but the phasing in Spires of Arak is annoying. Nothing like landing and have a pet fade out before you to drive your frustration level into the red ;-)
