May only drop in heroic. 7 attempts on normal, then it dropped on the 2nd heroic attempt.

They don't seem to spawn on all servers.  I could not find any (primary or secondary) on my home server, even after 30 minutes of clearing other battle pet spawn.  I switched servers and there was over a dozen.
