I've been looking for one of these for a couple weeks, all times of day, not a single one in sight. I found an interesting post in the wow forums that mentioned both sorts of manafiend will NOT despawn, and you have to kill them in order for the other type to access the spawn points.

I found *three* of these on Ravenholdt/TwistingNether last night. Flew in and found the first one right off, grabbed it up. A second spawned as I left, tagged it for a friend, but it vanished when I tried to drop tag. I tried killing infernals and other pets in the zone for half an hour, then switched back to reading about shadow rotations. When I came back an hour later another had spawned and my friend got one too.

TLDR; they will appear without any effort on your side. Just takes time.
