I just picked this up on Argent Dawn [US].  There were 3 or 4 of us on Jaguero Isle, but plenty of Baby Apes to go around.  In about 8 battles I had 2 rares, one of each breed (B/B and P/P).  

After about 10 minutes I flew away from the Isle and saw that the rain stopped.  For some reason I flew back to the Isle and the rain was coming down more. So if you are hunting this, make sure you are on the Isle, and not fishing the pools nearby (like I did earlier).

I picked up two within 45 minutes - one was in the far northeast spawn in Storm Peaks (I almost skipped it as it is really out of the way), and the second time was just south of the horde flight point in Crystalsong Forrest.  

Both were poor quality, but I have one of each breed, so I can leave more for others.  The really great thing is that at levels 20 and 21, they are nearly ready to go with a Pet Stone, so you don't have far to grind this pet up in terms of levels.

Perhaps I just got really lucky.  I had not seen any of these in months, and then today they were everywhere.  The first 4 I battled were uncommon, and the seventh one was a rare (P/P)!  Must have been my lucky day (also got my Minfernal today, first was I've seen and it was uncommon).
