I have been hunting this pet for a few years; now with multiple ports to Dalaran I have found the the rugs were only spawning in Broken Isles Dalaran. I wasted so much time in the wrong Dalaran. Don't be me. Once I realized my mistake, I was able to find the rug on multiple toons and got 2 rare quality and 1 green quality. Good Luck.

I was able to catch and see them even though I was unfriendly and it wasn't raining.
