I am up to 1050 loots on Ebon Whelps in the Wetlands. I'm farming the group of whelps near a Dragonmaw Whelpstealer camp, Greenwarden's Grove and a patch of water. There's about 3-5 whelps that I can kill constantly with a very fast respawn. So far, no Dark Whelpling but I did get some consolation when the Tiny Crimson Whelpling dropped for me from a Whelpstealer.

I'm going to keep on with the Wetlands, the Dark Whelpling has to drop eventually!
