I was able to get up using a combination of the X-52 Rocket Helmet (from Area-52) and a Goblin Glider Kit.  You can't steer while falling with the Helmet, so I stood in front of the building in line with the hay door.  Then I blasted off, and when I fell back to the height of the door, I popped the glider kit (while facing the hay door, of course).  Keep in mind, the Helmet has a half hour cooldown, so take the time to line up carefully or you'll be waiting a while to try again.

Found two spawned at 2:30 in the afternoon on a Monday after combing the area several times over the last hour or so.  So it seems that after a server reset is not the ONLY time, but perhaps still the best time.  Thankfully the first one I hit was rare.  Leaving the second alone for another farmer.

Edit:  Found 3 more.  So, there are spawn cycles aside from the resets.  They get snagged fast though...
