I got it today, 10pm Central Time, Kirin-Tor server near the entrance of the AQ raid on the very right corner side of the first flight of stairs. My WOW coordinates says <48.98, 8.84>.

You will get the error message "pet battle area is obstructed". What you want to do is stand on the big block of stone that serve as the "railing" of the stair. Keep on spamming it until you engaged the battle.

I killed lots of battle-pets/non-battle pet critters in the area. I really do think it helps.
