A comment on wowhead stated that Timmy appears with the minute 4.  For example: 7:04, 7:14, 7:24 ect.  Timmy spawned 7:22am.  The thing to do is simply go to his spawning point and wait.  There is no pattern as to when he spawns.

Got one of these after the daily reset (5 am realm time).  Killed all the nearby critters, and another respawned.  Note that the respawn time of these is very slow.  If you're looking for a rare, it could take forever.  Get one, and battle stone it for upgrade to rare status.

Spent an hour looking for one of these.  Came back after the daily reset (5 am realm time).  Found one, but only one.  Mostly it's adders and prairie dogs in this area.

This dropped as a rare for me as part of the satchel of goodies from doing random heroic dungeons in Pandaria.
