It seems like only one spawns at a time, on a medium-longish timer. Found mine on the lower flayer shelf in Hellfire, so it's worth checking both the high shelf in Terokkar as well as the lower shelf in Hellfire.

Found near Greenwarden's Grove in the afternoon. All were poor quality, except for the last one I battled, which was uncommon. Waited around for 30 minutes and none respawned, so probably a long-ish respawn timer.

My experience with this guy: Was at Skulk Rock off and on all morning; zero Ooozelings. I tried killing all critters and mobs a few times, and wasn't able to get any to spawn. Finally at about 1pm the cave was filled with them, and they respawned quickly as I battled them. It was also raining at the time - not sure if that has anything to do with it! Edit to note: this was fairly soon after the 12:00 noon restart also.
