WQ across a ton of alts got me there. I leveled several (maybe 6) from 60 to 70 just on Pet Battle World Quests

I got the pommel to drop recently. I think I was at 60 attempts.
I really dislike (Hate being a bit too strong) that so many uncagable pets are locked behind raids.
In my experience, most collectors (dare I say hardcore collectors) are not into competitive content.

I got a couple of mounts in less than 10 attempts that were rated at 1%, so I figure the RNG has to balance me out with some bad ones.

This is correct. the App is being rolled into the Battle.net app. If you use that app as your authenticator, you keep the pet.

Wowhead had a pretty good list of what pets to summon to unlock those DreamSurge Pets.
Same with Mounts, but they didn't have to be mounted to buy, just in your collection.
