Two Pandaria tamers gets any pet 1 -> 25 with a Safari Hat. In terms of leveling a pet in as few battles as possible, doing all 11 Pandaria tamers is a very good option. I do that, Draenor's 6 tamers, Crysa and whatever tamers are up for Legion (there is always at least one due to the Broken Shore)...
