I think that the main problem with Reflect was not that it reflected ability's, but the type of ability's it was used to reflect. Take Burrow for example. Your opponent just used up 2 turns and did no damage, while you did no damage on 1 turn (While the opponent was burrowed) and did a 2 round abil...
