It takes 2 battles with the Safari Hat to take the pet from 1 to 25. So there's no point in adding treats - you can't cut it down to 1 battle anyway.

I can confirm with Squirt in the garrison today - you CAN still power level pets with her. I tossed in a lvl 12 pet, and it got 3119 XP and went to level 15 (this is with safari hat).

Unfortunately, the Reduced XP Nerf on Garrison Pet Battles is Live. Just did Grubbles, Scrags, and Stings and got a whooping 93 XP Was it really necessary to nerf pet xp? I put in 3 aquatic pets with Pump to fight Stitches Jr. - Eternal Strider, Mud Jumper and Dancing Water Skimmer. All of them are easily caught in pet battles.
