Best thing to do is probably sell some pets on the AH of a high pop server such as Illidan-H until you have the gold to purchase it. They are usually relatively affordable on those servers.

That is if you are just looking to get the pet.

That really depends on how many show up and stay up in the AH with people trying to constantly undercut each other. Gilneas is correct. If the pets was restricted to a certain level of raid difficulty it would be noted on the tooltip like the Gooey Sha-ling, Droplet of Y'Shaarj, Living Fluid or Viscous Horror.
