Blighthawk in Andorhal also seems to be up during the night. There wasn't any in the morning around 6.30 AM server time.

I captured Tiny Bog Beast in the evening, 10.20 PM beta server time, at the Green belt in Wetlands. Was there during the day time before and seen none of them around, so assuming it's evening/night time indeed. (It wasn't raining or anything different in the weather.)
