My guess would be Guild Page
If you have the Guild Page on both Horde and Alliance, it only count once (either Horde or Alliance) in Armoury, but twice here (both)

I think it always has been that way... If you capture a pet, the pet loses 1 level if it is level 15-19, 2 levels if level 20+
