Some of my pets for trade are level 25. If it will help even out a trade, I don't mind pre-leveling pets for you. I can also offer a pet leveling service in exchange for pets. See Charlotte's post on page 3, I leveled 9 pets to 25 for her recently. Requires we have the same breed.
