Took me a while because the fish were (are?) unkillable to force spawns, but I made a macro, was spamming it without any real hope of success, and found the pain in the tuchus:

70.03/37.02 in the 'river' between the Drowned Market and Kal'methir

Perhaps others would like to share their locations to make hunting a tiny bit easier?

I didn't get the coords of where I got mine, but it was near some stairs in the Drowned Market area too.

I found mine inside the area of the Gate of the Queen: Imperial Gardens that usually phases away from you. Fortunately, as a monk, I was able to Chi Torpedo in there and spam my interact hotkey to activate the pet battle before I phased away. It was the last one I needed to complete my achievements, so I wasn't letting it get away that easily.

I found 1 at Ashen Strand 31.02, 44.98.

My theory is that they spawn in the location of a Deeptide Fingerling. Which you can't kill unless you pet battle with it.

They do share the spawn points. You can also kill the non-pet versions of the Deeptide Fingerling like normal. I did both to get rid of them as I roamed the map last week.

Yup, found this out yesterday but the website was down so I couldn't update my post.

Bloodseeker and Sandclaw Sunshell are both rare spawns.
