I can definitely confirm that "1 per party" or "only lead gets to loot it" is incorrect. I was partied today when Demidos was up and both I and the other person got the pet in that one kill.
As Quint noted, the level 100 rares in the apexis daily zones are not like the vignette rares - they aren't always up and not guaranteed to drop their rare loot, though they seem to have a decently high drop rate. And yes you get one shot a day at killing them for their rare loot drops.
