Before I dump 200 of them on bags and treats. Is the garrison Vendor the only thing they are used for??

Currently yes. What Ive been doing is spending them on the 2 charm bags. I have nearly 20 stacks of them. What I plan to do is level pets to 21 (takes 3-4 bird fights to hit 21 but 6-7 fights to hit 25, I think) After I get a good chunk of pets at or over 21 then I use the level stones to 25.

I agree that there seems to be no other purpose as of now for them, so I didn't hesitate to use a lot of mine on the Marked Flawless Battle Stones. Saved me a ton of time not hunting for wild rares. In fact freed me up to look for the breed I wanted then just made it rare. WAY faster and better than the time sink that is "wild rare hunting".

Frees up my time to put into the time sink known as "Lunker Fishing"! Yay! (do you feel the sarcasm?)

NeverFinal, if it were me I would considered Leveling pets first then use the stones, early levels come fast, later levels take more to grind. The stones don't care what level the pet is, it's an automatic 1 level regardless. I would level them to like high teens then burn the stones.

The Garrison daily fight with the three birds. Its super easy and is probably the best fight to use to level pets in the game. With 85% xp you can level a pet very quick and the fight is repeatable so you could spend an entire day just leveling pets.

Thats exactly what I meant in my post. I level them to 21 first via battle then use the stones on the last 4 levels.
