Can these be fished from open waters in the appropriate Pandaria zone, or must one fish from schools? Thanks!

You can fish from either open water or pools. They both have a chance to drop a Tiny Carp. Good luck!

Or you can just buy them on the AH like I did, way easier. I now have all my tiny carps! 8-)
