Is Graves still available by reaching lvl 20 in HOTS?

Yeap, you will still get him once you hit lvl 20.

Yeah just got him yesterday, very much available still.

Just got him this morning. Started playing HoTS on Saturday night and I could have had him last night if I had played one more game. The grind really isn't all that bad. You know the worst part? I , unlike the majority of people here, am addicted as heck to HoTS now. It really is a fun game when you are playing with friends. I had a great time this weekend which was a great surprise as , after reading the forums, I went in thinking i was going to hate it .

So now that i have him, what are the best teams to use him wiht?

I usually don't do pvp battles, so I don't really have any clue.
But..

You might check out Discodoggy's Website and check his teams and his videos. From what I understand he is somewhat of a pvp pet battle guru.

I watched one of his recent videos, where he used a Yu’la, Graves, Snarly combo which looked pretty fun.

I am really not a specialist or a big fan of pvp
but to get maximum fun i would recommend make your own experience......
like i said i am not a big fan of pvp , but i have to admit i had a lot lot of fun play around with graves.
even the disaster with some combo i had was fun.....

so first get a feel of graves , check his abilities , and lern them.
and imagine them couple with others pets and try them out..... guarante fun..... rather than cut&paste team and move from somebody else
