Unable to Start Barn Workorders for Pygmy Cow

Built level 2 Barn and assigned a skinner but unable to start any workorders. Won't be able to upgrade to level three without doing workorders. Anyone have any advice?

Have you tried getting the Breaking Into the Trap Game quest from Homer Stonefield.
