It's not that bad honestly - I believe I only had to get to level 16. Took about 3 1/2 hours without the tabard.

When another guild had done this I had started a Goblin and before I did a single quest I got a G-invite and only bought the honored tabard and was revered with the guild by lvl 15. (the guild was lvl 25 so it had all the perks)
