Bug? Pets not restoring full health on level up. Anyone else having this happen, this hadn't happened before WoD hit. I have not seen anything anywhere to say this is how its supposed to work now.

This has come up a few times in Pet Collecting forum. It started with the WoD launch. Was a link months ago -- I'm too tired tonight to track it down -- to a tweet from a developer that basically said it's not intentional but there's no hurry to fix it.

As it's still happening, guessing Blizz has no plans to patch it, just get used to randomly sometimes getting full health, sometimes not.
