is Howl broken?

Yesterday and today it has only been working on the first attack, not on two.

Howl was changed to affect only the first attack that lands after Howl is applied. (I can't remember when/which patch this change happened - someone please refresh my memory ) Once an attack hits, it "consumes" the debuff and Howl is cleared.

Ir was at the start of Legion, 7.0, that Howl was changed, as part of the removal of the Howlbomb tactic, which had become overused.

Pretty sure, it was during WoD that Howl Bomb was nerfed..

But as you say, the nerf was in effect all of Legion, but probably before.

So yes it was a Legion change.

Fuxie, it was Legion pre-patch, but with a forum discussion in advance, during WoD, which is probably why you remember it then:
