Are Mana Surge / Arcane Storm bugged?

I notice no damage difference at all testing between non-AS'ed Mana Surge & AS'ed Mana Surge.

No, I was testing on both Nexus Whelping and Arcane Eye.

Yep, I noticed it too. You do get double on the arcane eye attack one in the first slot.

Yes, I noticed this with the Nexus Whelpling...I was wandering why the damage is always the same!
