I just did all the Pandarian Tamers/Spirit Tamer Plushie battles this weekend. I feel your pain. I had a few that ended up like that but not that fricking close.

it is not pve only. in pve, the abilities are known beforehand (usually). in pvp, they're not, so it will start by showing the possibilities, then track what's being used. most of the time you can guess what an opponent uses, but it remains extremely useful to track CDs and see at a glance what you're up against.
