I searched the forums and didn't see anything so if this is a repeat question I am sorry.

Is there a set spawn rotation for Sir Galveston, similar to that of Squirt, or is it just a random encounter?

Sir Galveston, and all the Legion tamers, appear at random as far as anyone knows. There is no set rotation.
