Damage Buffs and Delayed Attacks

How do they interact?
If I use Ability1 that deals damage 3 rounds from now, do I
- 1. apply the Damage Buff before casting Ability1?
2. Or do I need to have the buff up when Ability1 does damage?
I think it's #1

It's #2, at least for the cases I know.
For example: Mr. Bigglesworth casts Ice Tomb. Next round, he casts Prowl. Next round, he swaps to back row. Ice Tomb receives the Prowl bonus when it lands.
