It doesn't seem like it. Tooltip for Breath still reads 303 to 454 damage on the PTR, and using it twice resulted in two different hits (436 first time and 451 the second).

The other abilities appear to be in the same boat, although I haven't actually tested each ability out. Their tooltips haven't changed; attacks that have damage ranges are still listed as such.

Looks like we can chalk it up to poor datamining from Wowhead's side.
