Wailing Caverns Question

I looked for an answer to this and have yet been unable to find anything and my own efforts have not found any answers either so....

What is the minimum level your character can be to accept and enter The Wailing Caverns Scenario?

I have enough level 25 pets and I usually do the quest on my main but figured it may be worth just doing it on one of my alts to get some extra leveling xp. My level 101 saw a grey exclamation point but could not get the quest. So has anyone been able to do it lower than 110?

Although the quest is account-wide, I've heard characters below 110 still cannot enter and complete the quest. It can only be accepted and completed by a 110, so it's really not viable for leveling lowbies.

It requires to be 110 to pick up the quest and enter the scenario, but you can turn-in it with any character.

To cheer up: the Manapoof service works all time, for any character, no matter if you've done the quest this week, what with application of other dungeons can become quite a plausible perk. ⁽ᵖᶫᵉᵃˢᵉ ᵈᵒᶰ'ᵗ ᵗᵃᵏᵉ ᶦᵗ ᵃʷᵃʸ⁾

Thanks all--I had a feeling that was the case but wanted to make sure. Figured if I was going to do it might as well get some xp out of it but sadly, no.
