I play Horde and I have the mail for Shoak about the frog pet but I am not seeing the Accursed Hexxer for sale. One comment on Wowhead mentions an Alliance player said he was selling the Hexxer for them but not the frog.

I think Shoak may be bugged. When I saw him down in a small cave he was selling 2 pets, Bloodfeaster Larva and Crimson Frog. He did not have an Accursed Hexer. However, there appears to be multiple instances of him so one of they may be.

I figured it out you have to do the quest An Ancient Curse for him to have the Accursed Hexxer.
