so, I'm one of the people unable to do this quest and after bugging the GM's pretty much every 2 months, they have finally told me that the bug will be fixed in their next larger patch

I do get that it's frustrating not to be able to complete the questline fully yet, but at least you know you should be able to complete it after the next larger patch is applied to the servers.
