Arfus character level limit?

I read that you have to be 60+ or so to get the epic mount (or I could be wrong on that, please correct me if I am) but I'm more aiming for Arfus. Does Arfus drop for chars below 60 as I got Sinister Squashling a few times but I want that adorable Arfus! I haven't been able to find any information regarding it nor it's approx drop rate but it seems low from some comments. Thank you in advanced for the help and information!

From my understanding, with this year's updates, you now have a chance on any character level 10 and up because they can access the epic loot pumpkin !

You know, I'm getting that feeling myself and I even managed to get Lil' Kaz at this point.

As silly as my post sounds - a person in one of my pugged groups that I believe was low level did get Arfus - we can do it! We can acquire the pupper!

I have been running Headless Horseman every day with about 20 toons, Arfus finally dropped for me tonight. He is there, just a grueling grind. Grueling.
