So I found out the hard way that the Ice Murloc in-game code isn't sent to you unless you have a US billing address, and I checked today and sure enough the new Thrall murloc in-game code also won't be sent to you for the same reason.
After going round and round again with Blizzard CS, which honestly felt like I was just talking to ChatGPT in "cheerful condolences mode", I couldn't get a straight answer at all why a digital code couldn't be emailed out, though they're happy to sell you the physical merchandise.
They also insist that it's *clearly" indicated, but it's buried 6 paragraphs need in the fine print, and never mentioned at all in either of the promotional shots, the first one of which describes the item as being the pet first!
This comes hot on the heels of the whole Mountain Dew/Doritos promotion -- they even geo-locked the website so we couldn't even connect from Canada, so I'm trying to find out from Blizzard (in a 2nd ticket) why the sudden shift in policy?
I've bought things that included digital content for years and years from Blizzard, and I've only noticed this shift since the Microsoft buyout!
I don't know if the two things are related (I sure hope not) but if anyone has any ideas about this I'd love to hear them -- I'll also update based on what the 2nd ticket I've filed gets back to me.
The Ice Murloc, btw, ended up costing close to $50 after conversion and duty, and they said flatly, no refunds.

It's clearly because Microsoft probably just hates anyone outside the US. That's what makes the most sense anyway unless you think that there may be regulations in other countries that prohibit this kind of thing anyway. Countries that try and stop this kind of tactic of getting virtual content for real money. Couldn't be that. Has to be the Canadian(And rest of the world) hatred from Microsoft.

Nah, they have been condescending and completely unsupportive to Canadian Players outside a revenue stream.
When Blizz had a Booth at Fan Expo a few years back, they had a huge area with four computers with a second TV screen for show goers to see from a distance and absolutely nothing else.
They didn't even bother to send any of the leftover Blizzcon goodies and crap to either sell or give away.
Heck, there was only one person from the states, and they hid inside the booth while local hires tried to unsuccessfully answer the few questions coming their way. The booth was a black hole of emptiness in a packed convention.
