Fastest non-flying battle pet

What is the fastest non-flying battle pet? I can't seem to derive this info from any website without going through each pet one-by-one.

You can also check into the pets (usually aquatic) that have surge as a move, the move always goes first.

Also some critters have Powerball, which increases speed with every attack.
