Well, pets earn experience using a parabolic curve, so pets at the peak of the curve earn the most EXP while other pets on either side of the peak earn less. Versus Pandaria, Northrend, and Cata tamers (and soon to be WoD tamers too), pets that are levels 10/11 earn the most EXP per battle. Given that, you want to use the 50% food buff on pets at 10/11 or closest to them as you have available. The method I found fastest (assuming you are using one toon):
1. Wild pet battles with safari hat for pets until level 10 (since not daily, this can be done as often as needed).
2. On days I have the both the 25% an the 50% food buffs, use carry pets closest to level 10/11
3. On days I only have the 25% food buff, use carry pets above those in group #2 but only up to level 23
4. Wild pet battles for my level 24 pets to finish them off.
Long term this makes the most gain out of the food buffs. It's a weird feeling system though. Some days you get no pets to 25, other days you get 15 pets to 25. But for long term, it is fast.
Mind you, I am doing 17-19 tamers per food buff hour (11 in Pandaria, 4/5 Northrend, 2-4 Cata) depending on RNG and whether my son tries to hand on my arm as I play.

Meh. I kind of wish I wasn't so efficient now that they're all level 25. I did the two treats plus the hat. I leveled them from 1 to 23 or 24 from the trainers then had a lower level alt finish them in Panda-land somewhere. This alt was always a really, really lowbie so the leveling up took some time. /shrug

Personally I leveled all the pets I want to get to 25 by using pet battles around Halfhill (Around the Farmer daily) up to 10/11 with a low level alt I got ported into Pandaria. Then I would put a different pet as a carry-pet for each team to do against the daily trainers. I would run the dailies until the pets were 23+ then switch them out and pet battle to get to 25 again around Halfhill. I am not finished yet but don't get on everyday and don't usually do all trainers in a day either. I found when I get 10 or 15 pets to 23+ or higher I would just use the buffs and pet battle to get them all to 25 again with my low level alt. I don't always use buffs when doing trainers either as I find I am usually cued for raids at the same time and inevitably I pop a food buff and a cue comes up. I do have an alt in Winterspring and do that trainer at times as well but basically stick to Pandaria. Based on Blizzards past history we will probably level all our pets and then next xpansion they will have a way to do it all faster so I am not too concerned about whether I get them all leveled the fastest way possible. Now if Blizz would set up ports between the daily trainers after you successfully battle them that would be awesome.

Personally I did the three old world trainers with pet treats on the first two which put the pets up to lvl15 and resulted in 4 trainers putting my pets at 1 fight short of 25. Maybe not the fastest but it was a sequence I was comfortable with.
I'd also say that this is very much a marathon and not a sprint. There are a huge number of pets to be leveled and it is not something that can be done in a couple days or even a couple weeks.

What I do is the 2 pet treats plus the hat trick on the trainers. It gets you 3 level 24 pets plus a pet that's either 14 or 20 depending on if you skip the thundering pandaren spirit which I always just skip him. Then I send my lowbie with a hat to level up the level 24 pets to 25 in the vale. Doesn't take long at all to get 3 max level pets. I am good with stopping at 3 a day don't feel the need to level up more than that per day.

I am never a big fan of maximizing efficiency. Efficiency is overrated in my opinion.maximize the utility
At some point I did put alts at the trainers. I used pet treats x2 on every one. Log in, log out. Log the next alt.
No travel time.
I preferred Valley for leveling up pets when dailies were not sufficient. Or I went looking for a specific rare breed of a certain pet, while leveling low level pets in the meantime.
