Leveling does not give full health

I have been leveling pets for the last couple of days and have noticed that pets occasionally do not fully "heal" upon leveling. Anyone else seeing this too?

Basically they're saying they know something's wrong, that this wasn't an intentional nerf. But guessing they're working on fixing all the other patch glitches and this one has a low priority.
