I got one, and I think its just a tease. My first thoughts were that I might be able to use it to catch a murloc, but no such luck.
It's blizzard saying; "We know you want a Murloc, but you can't have one!"

Sadly, I think it is. I doubt we shall see Murloc's on the US/EU/ect servers any time soon.
