Followed instructions from Fourthrock and Rakeling (Thank you both). Had to exit the game completely as a reload did not work to pop quest after the necklace destroy part. Everything else went smoothly. Went to accept last quest and noticed it said 1/1 for Slim. I did not have him before I started the first quest. Same as Jaladar in the comments. So it looks like it is double bugged maybe? Idk. But now he exists in my journal and I got 50g for vendoring the one I got as a reward.
Blizzard finally fixed this quest!
If you've completed the quest line but didn't get the pet before patch 11.0.7 you need to redo the quest (starting at ! A Fin of Every Kind) with a character that has not done it yet. Pet is a reward for completing Grand, Gutsy Solutions
I am just posting this because...seriously?!? I had previously completed this chain on my main as I am sure many of you have and had not received the pet after the patch so today I decided to run an alt through to get it. Got through it without issue, get done, get the pet. I go to learn it (it was in my bag) and it says 1/1--as in I already have the pet?!? Sure enough I do, but I didn't before starting the chain for a 2nd time so I'm not sure how or when it was received. But I got it now so...
Get on an alt that hasn’t done the quest line, enable low-level and/or warband completed quests, and go find the quest A Fin of Every Kind near /way 60.00 66.17.
Chances are you’ll loot an Emerald Necklace (or two) while completing the quest and you’ll get an error message that “[y]ou don’t meet the requirements for that quest.” Relax. Turn in the A Fin of Every Kind quest. Delete the necklace from your bag. Reload. Within a spell the quest “A Familiar Looking Appendage should pop near /way 59.7 69.2. Click it, it completes and for reasons known only to Blizzard you are ready to turn in the quest “That’s Pretty Gross”. From this point you are safely back in the quest line and just do the next three quests: Moonlight Gutter Swim, Rescuing the Food, and last but not least Grand, Gusty Solutions. Grand, Gusty Soluttions rewards the pet.
This pet is a reward for finishing the quest chain starting with A Fin of Every Kind, not a world quest. Initially, the quest chain did not reward the pet, but it works now, so you can get it on an alt. As of this post, the second step is a bit buggy, but there are workarounds (delete the emerald necklace, relog).
If you're stuck on this chain in 11.07, delete the "Emerald Necklace" from your inventory and log out and back in. You should get a quest marker on the map at the "familiar looking appendage" for the next quest in the chain.
My guess is that at some point the WQ will come up with the pet as the actual reward for completion. WQ rewards always vary from gold to gear, etc. and I seem to remember a similar situation years ago where something I was collecting was a reward and having to wait for it in the same way

I made ticket. I heard back from Master Fodutysu. Bottom line. "Alright, Robert, I have taken a look, so let me clarify that the quest "Gutter Work" has no associated rewards. I would recommend checking out this guide to ensure that there is no confusion. https://www.wowhead.com/quest=79722/gutter-work". I sent a F/U advising if it is not associated with the World Quest that is suggested, then, how is it obtained. F/U with 2nd GM not associated with quest. No info supplied on how to get.
That didn't work for me too. I completed the side quests named "Gutterwork work" for test too. But It seems that nobody can earn that Pet. Seems tò be bugged
I did the world quest on two toons and didn't get the pet so not sure whats up.
