There are a total of four Tiny Carp that can be fished up in Pandaria:
The Tiny Blue Carp can be fished up from Jewel Danio Schools and Redbelly Mandarin Schools. Additionally, it can be caught by casting into the Fish of the Day in Townlong Steppes and the Vale of Eternal Blossoms.
Another way to obtain this pet is by fishing from inland open water in Townlong Steppes and the Vale of Eternal Blossoms.

These little guys can be found in the waters of the Timeless Isle, or swimming alongside Jewel Danio or Redbelly Mandarin. Dedicated fishermen can sometimes befriend one.
Zeradar, this pet, and Nexus Whelpling do really well together in a team. Zeradar can set up the weather, swap, and either of the other pets can do allot of damage. For the Carp consider Wild Magic because Psychic Blast hits 2 times with Arcane storm. Additionally, I know Mana Surge is the staple but I am considering Pump to buff Psychic Blast 10% then back to pump.
Just fished him up in Timeless Isle while waiting for Garnia to spawn. I had been camping the lake on and off for a week or so and fish while waiting for the spawn.
When this drops, it drops on its own, not sealed in a crate. It's a white text item that says Tiny Blue Carp and then turns blue text when used.
Got mine today from a jewel danio pool on Timeless Isle next to the Celestial Court about 10 minutes after I got the Tiny Red Carp (and the last color I needed). Beware the ally and horde PvP going on in the area.
My fishing skill is 889 buffed (fishing rod, hat, special fishing line) but I don't have the Pandaren Fishing Charm on this character.
When you fish up this pet, does it just show up or is it in a sealed crate?
I have been fishing for a few days (over 3000 casts) for this one. I tried in all the places suggested. Finally got it at the little pond near the Grand Master Pet Tamer Aki the Chosen in Vale of Eternal Blossoms (29.4, 77.5.) ...it's a little pond with some Silvery Carp swimming around ...took less than 100 casts at this location, but a lot of casts at different areas and bags and bags full of fish. But finally got it! Open Water. No lure. Just my Bone Fishing Pole.
got my little blue fishy in the crowded redbelly pools earlier this week (fish of the day) in townlong, near the temple grounds. i was fortunate and caught the white one on the coasts of kun lai (outside zouchin strand) over the weekend! fishing up two of these wee ones makes up for the years it took to get an emerald whelp!
I have been trying for this lil guy forever. I finally went to the pond where Garnia spawns on the Timeless Isle. I caught one first cast, then another 7 minutes later, so this seems to be a very good spot for those that want to fish their own rather than buy off the AH. Happy Fishing!
Interesting aquatic that has alot of strong attacks versus fliers. But I still feel the regular options are the best ones, Surge(go first), Healing Stream and Pump(boost and very big hit). Though it can be useful to surpise your opponent with either Psycich Blast or Mana Surge, just don't take both since you will have problem with your cooldowns. Powerful aquatic pet with some interesting options(that perhaps is best left alone).
Just reached lvl 90 yesterday. Fishing is 411, no lure of any sort, not sure if the auto fish ability uses a fishing pole or not but I didn't have a pole equiped. Red Belly Mandarin schools in Townlong Steppes, Velen US server. My brother is gonna be so jealous!
just got one up in that lake above Guo Lai Halls in Vale of Eternal Blossoms... 21 casts. have been fishing randomly for months and just decided to stay here a give it 10 min of time... have leve 533 fishing and used a aquadynamic fishing attractor on my strong fishing pole :)
I caught one today at 21.90, 18.54 in the clear lake above Guo Lai Halls in Vale of Eternal Blossoms. Under 10 minutes of casting (timer on fishing buff). No schools, just clear water. It's a rare, as I guess that's where they start. Yippee!
I caught mine today as per a few other posts in here. I was fishing waiting for Garnia to spawn and boom, a little tiny blue carp popped into my bags! Too bad I already bought him off the AH trying to finish my collection :(.
I was waiting for Garnia to spawn at Ruby Lake on the Timeless Isle and fished this up at Ruby Lake.
Updating the previous post: after 3 long and intense day of full farming, I finally got this one while fishing in the Vale, up to the NW, in the small lake above the Halls. It really took me forever! I was using the Charm, plus the Kalu' ak fishing pole and the Wheater-Beaten Fishing Hat. Fishing 600 (+110). No pools. And now to the final one, White Carp and Im done. Fingers crossed!
I fished this one up accidentally when camping Garnia in Timeless Isle. Very nice surprise, I think I would never get any of these!
I fished this up tonight -about my fifth or sixth cast in-about 7pm. I hadn't been there before when the "mad" guy was around and the pools where everywhere.
I caught him in one of the smaller pools that touched the (then absent) larger pool that the kraken appeared from.
I had such hopes... I looked over the Glimmering Jewel Danio Pools around Mogu'Shan Palace and thought 'This... THIS is the day to catch a Tiny Blue Carp!'
A dozen crates and about 32-odd stacks of fish later, I found out it was NOT the day to catch a Tiny Blue Carp [shakes fist at Serverstraza].
However, it was a good day to create a hoard of Jewel Danio against Patch 5.4, so it wasn't entirely wasted.

Insanely lucky, apparently, caught him on the 3rd cast into a Large Pool of Danio, after reading on the 'Tiny Green Carp' thread that the best bet was to check the fish of the day locations...so, based on my experience...good tip!
*Edit: Within 10 minutes, I've now fished up two...so...really good tip to check the large pools of fish of the day, I guess.
Got mine yesterday. Appearently very lucky. Only 150 fishing when started and 215 when caught. No lures and using Nat P. pole from Hinderlands quest. He was in the little lake in the Townlong Steppes in one of the pools for the Fish of the Day. I did not expect it at all, just figured If I'm going to level it anyway might as well do it where I have a chance at a pet.
Anyway just so you know, Skill level in fishing does not seem to matter. At least not in my case.
Yay! Finally caught my first carp - a blue one - in a Crowded Redbelly Mandarin (fish of the day) pool near Niuzao Temple. Took well over 700 casts.
Now onwards for the other 3!
