There are a total of four Tiny Carp that can be fished up in Pandaria:
The Tiny Red Carp can be fished up from Spinefish Schools. Additionally, it can be caught by casting into the Fish of the Day in Kun-Lai Summit.
Another way to obtain this pet is by fishing from open Sha-Touched water in Dread Wastes, Kun-Lai Summit, The Jade Forest (Widow's Wail only), and Townlong Steppes.

The red scales on these fish are believed to be a warning to predators of the Townlong Steppes and the Dread Wastes that their flesh is toxic. Dedicated fishermen can sometimes befriend one.
Not too many recent comments, but I just fished at Fields of Niuzao right next to the trainer in open water, and after 713 casts caught my Tiny Red Carp! Good luck to everyone, but wanted to let you know that as of Shadowlands still seems able to get!
Over 3500 fish and 40+ sealed crates and I finally got it! I spent so much time at the pond in the field of Niuzao it was insane! But it does drop here, like everyone states. Now for the Blue and the White!
Got it on 1408th cast in Fields of Niuzao (after I started recording, maybe a few hundred other casts on a different character) in open water. 15 hours but maybe 20% of that time was idle. 935 skill. Pulled 34 Flying Tiger Gourami as well which was a shame, having to watch all that Nat Pagle rep get thrown back in!
After reading all the comments, I was prepared to spend my Saturday afternoon fishing. I fished in the open water by the Temple with hat, charm and lure. Total fishing level was 925. I was really surprised to have caught it in less than an hour. Thanks so much for all of your comments! The information probably saved me hours!

Got mine tonight, fishing in the pool near Niuzao Temple, open water. I tried fishing in the few redbelly mandarin pools that popped up, too, but no luck there. Also no luck in the spinefish pools.
I tend to believe the people who say that these don't drop out of spinefish schools, only from the open water near the Temple or there and redbelly mandarin pools.
My fishing skill is 889 buffed (fishing rod, hat, special fishing line) but I don't have the Pandaren Fishing Charm on this (my main) character).
Just got mine tonight. After about 1,340,000 casts. Seriously though, way too much time put in for this. I feel like putting it up in AH for 20k. About a week and a half, in temple water. Pandaren fishing charm. Spent a lot of time in sha waters, with no result, also....more prosperous fishing at temple, at least you can sell what you catch.
Tonight I started fishing at Niuzao Temple about 10:30pm. I had equipped a Draenor Fishing Pole and a Highfish Hat, at 1:16am with a fishing skill of 1030, on my 368 cast not including missed catches, I caught my Tiny Red Carp. I have tired for weeks, researched and tested different areas and I believe that this is the best area to get your Tiny Red Carp. It may get a little frustrating at times but don't give up. Good Luck
Many many hours spent fishing for this one carp. I've just done it at the Nizua Temple field.. I'm around 6+ hours of constant fishing. I like to fish, but wondering if I'm doing something wrong. I generally try to keep my fishing skill at 1000 - 1100+ but.. maybe that's too high? Is it possible that having my fishing too high might prevent me from catching it? Going to try lowering fishing to 780 and I'll get back to you.
Update - Well I'll be damned. 45 minutes with 830 fishing did it!

Hi ! have a question about that Tiny Red Carp.Iv tryed a couple of spot like the corrupted lake in Kun-Lai summit and the lil lake close to Niuzao Temple.I have a fishing pole who give me 30+fishing+a bubber+75.Everyone say its better to get 725 or so fishing skills.Can i still fish that lil creature with 715 fishing skills ? Im over 5k cast now.Do im right and just have to be patient or there something i can do to get it faster ?
A guildie of mine got this pet for me on a whim on the auction house. It was already level 25, and I have to say that it's one of the most useful pets in my arsenal. It has poison spit, which is amazing against critters, and spiked skin, which I love against moves like stampede, swarm, nut barrage, etc. I've found it ideal when leveling my lower-level pets in Pandaria. Plus, bonus: it heals other aquatic pets on your team! I recommend this pet to anyone who's on a pet leveling streak like me.
Fished the lake in Fields of Niuzao with skill level 780. Caught it in less than 200 casts, came up with a redbelly mandarin. At my fishing level, I was catching a good number of golden carp as well, but that didn't seem to hinder the drop. Of course, probably just insanely lucky.
1700+ in the spinefish pools around Binan Village and still nothing. Gonna go try the Temple lake open waters now. I can't stand looking at sha waters any more lol.
Got it in 8 min!! +150 lure and +5 hat and +20 fishing pole. By the Ox temple.
Also confirm the lake near Nizao temple. Caught in about 60 casts on max level fishing toon with +100 lure, Nat's hat, boots and Kalu'ak fishing pole.
FAR better than the umpteen spinefish pools I did.
This pet has really nice abilites - not sure why no one uses it. Any time you get two hit slots and one heal - that's a decent pet.
I just found this guy on AH for 1000g - Ive never hit buy so fast!
I concur with Nizua Temple, 12 minutes worth of fishing and I had this guy, after fishing sha pools for several days. :D
This guy is a pain. 1400 + casts in the fileds of Nauzu and nothing yet :(
