I finally found the rare green-eyed Ottuk on the sledding island at 25, 71 in the Azure Span. There are three spots on the island where they spawn. One spot they spawn is inside of a wall, but you can still battle it by using a target macro (/tar scruffy) and then using your "interact with target" key.

 

The only way to really tell the green-eyed version from the other one is the eye color. The coloration of the body is nearly identical.

Found the white one as a primary just outside of Iskaara, past the bridge in the direction (NW) towards Whaler's Nook.  I do not believe I've seen any green-eyed ones yet, but the light can be tricky.

 

 

NB, 5 Jan: Found another white ottuk in Iskaara, green H/B - just past Katuu's mammoth on the NE 'corner'.

+1 for Uktulut Pier, on the rock bridging the pier @ about 45, 26. Got the little white with red eyes. There are absolutely no quests here and only a couple standard vendors, leading me to believe the game devs are trolling us, and the only reason they created this flight point is this little guy. lol

Found in The Waking Shores around 44.54, 28.00, near the northern most flight point Uktulet Pier.
