Players will need to turn in "The Radiant Vault" (main questline) and then return to The Forgotten Vault to loot the journal next to the skeleton. Turn the journal into Stellin Verasa at the main quest hub and complete her follow-up quests. After turning in "Laid To Rest At Last" head to the building next to the graveyard, and a Well Loved Squeaky Toy can be found between the wall and the farthest bed on the second floor of the building. Note that if the Special Assignment: Storm's a Brewin WQ is active, the toy will not be interactable. Complete the WQ first. Loot this item and interact with Marmaduke (pathing southwest of the main quest hub). Head back to camp and interact with Marmaduke again to complete the quest and collect this pet.

Though left behind on the Siren Isle, this old but very good boy proves that some things only get better with age.
I can confirm that complete the previously mentioned questline or it not being active will in fact reactivate the squeaky toy. Quest complete and I now have a new puppy dog pet.
You have to be in "storm" mode in order to get the toy and give it to him.
If you can't interact with the toy while in "storm" mode, complete the WQ first. I wasn't able to click on the toy when I first got in but after completing the WQ, it became clickable.
I found him under the stairs near the crystal in the ground right below the house.
Once you give him the toy, he vanishes, you'll have to leave "storm" mode to get him! Happy hunting!
He reacts to various emotes! Target him and then emote:
/sit - He sits down, and remains sitting even if you stand up. Will return to standing when you move away.
/sleep or /lay - He will lay down (with a groan) and sleep in the style of Arfus. Will return to standing when you move away.
/dance - He spins around in a circle once.
/pet or /hug - gets a love heart over his head (same as Arfus).
/roar - He splays his feet out, wiggles his butt, wags his tail, and barks.
I did the quests and found the squeaky toy on the 2nd floor as the guide says. The hardest part was finding marmaduke. about 56.60 - 53.33, I just happened to see him run by. Gave him the toy and he disappeared. Went back to base camp and he was sitting by a telescope with a quest. just clicked the quest to pet him and got him soon as it was done.
Seems unobtainable? I've followed the guides and completed the questline, but the toy is not interactable in either phase, and in the storm phase I actually see Marmaduke's ghost. Is there a condition that makes the pet unobtainable and he dies?
Update: The world quest "Storm's a Brewin" conflicts with the Marmaduke questline and makes the toy uninteractable. Complete the world quest if you are unable to proceed with the toy.
