This vendor is located inside Tazavesh, the Veiled Market, a mythic-only mega-dungeon. Shopkeeper can be found after the first boss, past the stairs, and in an alcove to the right. Summon a battle pet near this NPC and respond to their emotes with /nod, /yes, and /wink to unlock their wares. Rarity costs 3 different lockboxes plus some gold.

One particular Broker has taken a liking to the skrat species, kept this rare specimin as a pet, and inherited the smell as a souvenir.

Since you cannot list lockbox in auction house, you got to get this yourself. The best way of getting the 3 lock box is to go to Ardenweld, Maldraxxus and Bastion and pickpock humanoid mobs, especially in elite area. Will take you 2-3 hours to get all 3 boxes. Or just save the boxes.
If you don't do mythic level content, just find someone that will let you enter their lockout once they've cleared to the vendor and activated him. I was able to buy Rarity this way.
You can also get all the wild battle pets without killing a single mob. Do the quest chain out of Oribos to gain access to the dungeon. Once you can enter, reset the dungeon as needed, as there will be anywhere from zero, to one, to two wild battle pets to battle in the area by the dungeon entrance. All of the wild pets get cycled through, if not as the first pet, then as one of the other two.
Vendor can be buggy. Took me 30 mins to get it to notice me.
Once you find the vendor you will need all 3 lockboxes, and the gold. The shopkeeper will emote to you. Run up to the shopkeeper, /wave (or /wink, /nod), the Shopkeeper will say "Psst, Hey, you. Unassuming visitor. Do you like small creatures?". Only summoning Small Frog allowed the vendor to be active for me (other frogs didn't, although they could work).
If summoning a pet next to the Shopkeeper (some have recommended a Small Frog) as described in the description doesn't work for you, when you notice them whisper you when you come close, emote /yes at them, and they should become a vendor you can purchase Rarity from. Another emote that people have said worked for them was /wink. You may purchase more than one Rarity pet from the vendor, if you have multiple sets of lockboxes and enough gold for the transaction.
